Siemens and Dong energy sign ?2.5bn offshore wind power deal

Siemens' plans for a new wind turbine manufacturing facility in the UK have taken a significant step forward, after the company announced it has inked a major new offshore-turbine supply deal with developer DONG energy.

The two companies have signed a framework agreement that will see Siemens supply 300 of its 6MW offshore turbines to offshore wind-farm projects planned by DONG for UK waters between 2014 and 2017.

The financial details of the deal were not disclosed, but analysts estimate that offshore turbines typically cost around ?1.4m per MW, putting the total cost of the 1,800MW at ?2.52bn.

"The agreement will enable DONG Energy to install a significantly larger turbine from 2014 compared with the turbines we know today," said acting DONG Energy chief executive Carsten Krogsgaard Thomsen in a statement. "The agreement on the supply of the new turbines totalling 1,800MW is an important step towards the growing wind industry, and will help make offshore wind more competitive."

Under the terms of the deal, Siemens will "design, manufacture, supply, install and service" the turbines, while the two firms have also agreed product and performance warranties.

Significantly, the agreement commits DONG Energy to pay a cancellation fee if the projects covered by the deal are cancelled.

As such, the move significantly increases the likelihood of Siemens moving forward with plans for a new ?210m wind turbine factory in Hull.

The company has already gained approval from a local planning committee for the development, and had been waiting to secure orders to move forward with the investment.

Siemens today declined to confirm whether it would definitely green-light the project, but a source close to the company acknowledged that the deal with DONG Energy significantly increased the likelihood of the factory being built. "Transporting big turbine nacelles is not easy, and this deal is for wind farms in UK waters," the source said.

The deal builds on DONG Energy's long-standing partnership with Siemens, which currently supplies turbines for DONG's Lincs, London Array and West of Duddon Sands offshore wind farms in the UK, as well as its Borkum Riffgrund 1 development in Germany and Anholt offshore wind farm in Denmark.

The news comes just a day after new figures from the European Wind Energy Association confirmed the UK's position as the world's leading offshore wind market.

The report revealed that the rate at which new offshore turbines are being erected increased by 50 per cent during the first six months of the year, while 114 of the 132 turbines connected to the grid in Europe over the same period were located in UK waters.

This week also saw DONG Energy and Centrica edge forward with plans for a major new offshore wind farm in the Irish Sea as part of the UK's so-called Round 3 developments, after the two companies submitted initial proposals to the National Infrastructure Planning agency.

Why won't China sign the South China Sea code of conduct? (+video)

China dodged signing a code of conduct this week at the East Asia Summit, a regional security meeting.

Here they go again. Asian governments with overlapping claims to the South China Sea are working this week toward a code of conduct for handling the frequent upsets between competing naval ships.

The agreement, raised at the Association of South East Asian Nations in Cambodia, would be the 10th covering essentially the same territorial dispute since the 1982 United Nations Convention on the Law of the Sea. The idea is that it would spell out what ships should do to avoid a clash but it wouldn't actually spell out how to resolve competing claims, according to regional news media.

So what?s the big deal behind this year?s deal ? besides calming nervous people onshore and making their leaders look like saintly peacemakers?

The deal doesn't really work unless China, the one that all the others are worried about, agrees to it.?But China is leaning against adding its signature. It wants to keep an upper hand in the dispute, especially with the recent US push to focus on Asia.

?China says there needs to be greater confidence and trust building ? there?s a sense that China is being told what to do,? says Bonnie Glaser, senior fellow with the think tank Center for Strategic and International Studies in Washington.??The risk is, it becomes a voluntary agreement, and in that case, it's completely meaningless,? she adds.

Safety net against China?

Naval ships often track their countries? oil rigs and fishing expeditions. Oil, natural gas, and fish explain why the 3.5 million square kilometers (1.4 million square miles) of water stretching from Singapore to Taiwan are so sought after.?

The past three decades have seen countless military clashes:?One occurred in 1976, when China took the tiny, uninhabited Paracel Islands from Vietnam. Another came in 1988, when China and Vietnam clashed in the equally miniscule Spratly Islands, according to the US-based public policy organization GlobalSecurity.org. The 1988 incident sank Vietnamese boats and killed 70.?

The members of the media that cover a particular team are around them constantly, watching and reporting on their every move. They go to the places the team goes, stay in many of the same hotels the team stays in.

They are not, however, part of the team.

Somebody in the Jets media relations department needs to explain that basic concept to Santonio Holmes.

In an appearance on an NFL.com podcast with Dave Damesheck (and recapped by Newsday?s Bob Glauber), Jets wide receiver Santonio Holmes said his relationship with quarterback Mark Sanchez is fine, and their problems last season are behind them.

?One day you have a fight the next day you make up,? he said.

He also took the opportunity to scold all those dastardly, negative (dare I say, diabolical)?reporters like Glauber that they should be more supportive of the Jets.

?If you guys want to be, and this is for the New York media, if you guys want to be a part of our team and want to feel so important, be there to support us, not to try to break us down,? Holmes said. ?Because [there?s] not one day that we all step in that locker room and we try to break each other down, that we talk bad about the way that person played because it affects the team the way one person plays if they don?t play to perfection.

?If the New York media wants to be a part of our team and wants to continue writing about us, write positive things, stay away from the negative because it doesn?t do anything good for our team that you want to report all the negative things that happen and that?s all you want to talk to us players about. We live for one thing and that?s to play football and not to entertain you people in the media.?

I?ll pause here to give the assembled media a chance to bash their heads against their desks for a moment.

OK, we?re back.

This basic disconnect, sadly, is not rare. When I covered the Panthers, I used to joke that my paychecks were basically the same when the team was 1-15 and when they went to the Super Bowl. Most players got it, not all that many fans understood completely.

The relationships can be cordial, respectful, friendly even. But no professional reporter gives a hoot whether a particular team wins or loses a particular game.

We might pull for a compelling story, or a generous deadline, and especially for no overtime in a night game.

But never for a team.

Since Holmes doesn?t get that, maybe somebody in New York can explain it to him.

Last year, Shabazz Palaces released one of the most interesting LP?s of the year. It?s a sound collage of hip-hop music with sophisticated hooks that scream ingenuity and natural, instinctual exploration.

Before?Black Up,?Shabazz had self-released multiple EP offerings with all sorts of incredible spices.?Black Up brings out different flavors with some same of the same spices. So many flavors that it was listed #1 in the Seattle Times music column.

Listening to Black Up?is listening to two talented dudes following out their feelings and not their ideas. On top of that, they are the first hip-hop group to be signed to Sub Pop ever.

Some songs recall a younger MF DOOM but gone off on its own remarkably gorgeous tangent. Some strike chords in eastern traditional along with Southern styled hip hop. But it?s really hard and not even fair to compare. On top of it being completely original and hard to compare, it has a mystical component as well.

As if Shabazz Palaces hatched from nothingness and gave a completely new light onto hip-hop and the way we perceive it. Song are not structured verse, chorus, verse chorus. Shabazz has broken down hip-hop generics and made something that screams confidence.

Each song seems to be made up of multiple songs. The beats sound like rusted robots battling on some distant, ghetto planet. The rapping is so intuitive, almost careless over the futuristic soundscape. Listening to Black Up?is like listening to a mystical, Eastern cyborg having tea with a cultured, vinyl collecting alien. It?s an addictive release that sprouts out different noises with every listen.

Black Up is constantly reforming itself and plays more like a musical story board than a regular album. It is incredibly well put together and even the album covers minimal presence attracts. It?s one of last years ?need to listen to? albums. ?I am in love with this album and highly recommend it if you haven?t heard it yet.
