Feds: Ex-city official to admit $53 million theft

A former longtime comptroller for Dixon, Ill., now is expected to plead guilty to charges she stole $53 million from the city?s accounts and used it to fund her renowned horse-breeding business and lavish lifestyle, federal prosecutors say.

Rita Crundwell is scheduled to enter her new plea on Wednesday morning before U.S. District Judge Philip G. Reinhard in federal Court in Rockford, Ill., the Justice Department said in a news release.

Crundwell, 59, had pleaded not guilty in May to a single federal count of wire fraud.


Prosecutors allege that since 1990, Crundwell stole more than $53 million from Dixon, where she oversaw public finances as the city comptroller, by diverting it to an account she had set up for personal use, then misleading city officials.

Authorities say Crundwell used the money to buy luxury homes and vehicles, and spent millions on her horse-breeding operation, RC Quarter Horses LLC, which produced 52 world champions in exhibitions run by the American Quarter Horse Association.

Wire fraud carries a maximum penalty of 20 years in prison and a $250,000 fine.

The federal case is separate from 60 state theft charges filed against her by prosecutors in Illinois.

Dixon Mayor Jim Burke said in September that the state charges were a backup plan in case the federal trial fell flat.

?The way we were pushing this was to get some insurance that if it was a slap on the wrist that there would be more from the state,? Burke was quoted as saying by WQAD.com.?

More than 400 horses and a luxury motor home once owned by Crundwell have been auctioned off by federal authorities, according to media reports.?If Crundwell is convicted, much of the money will be returned to Dixon ? after the federal government takes its cut for caring for the horses for months, The Chicago Tribune reported.

Dixon, with a population of approximately 15,733, is about 100 miles southwest of Chicago.

Pentagon wants Lockheed to focus more on F-35 execution

WASHINGTON (Reuters) - The Pentagon wants Lockheed Martin Corp to focus less on short-term business goals and more on successfully delivering the F-35 Joint Strike Fighter to the U.S. military, the Defense Department's chief weapons buyer said on Tuesday.

"We want to know that when they come to us with an initiative or a proposed solution to a problem that it's motivated by the welfare of the program, not focused on a short business goal that they're trying to accomplish," Frank Kendall told reporters.

Kendall said he discussed the issue earlier Tuesday with the incoming head of the F-35 program, Major General Christopher Bogdan, who in September described the relationship between Lockheed and the government as the worst he had ever seen.

Kendall said Bogdan's concerns focused on communications between the Pentagon's Joint Program Office and the company.

He said he was surprised when Lockheed Chief Executive Bob Stevens called him on Friday, shortly before Lockheed announced that its president and chief operating officer, Christopher Kubasik, was resigning after admitting to an ethics violation.

But he said he looked forward to working with Marillyn Hewson, who was named on Friday to replace Kubasik and succeed Stevens as chief executive in January.

Kendall said had gotten to know Kubasik over the past three years but had also met Hewson, and did not believe the ethics issue would have a negative impact on the relationship between the government and Lockheed.

"This stuff isn't personal. We're adult professionals. We come to things with our own business perspective, and we can meet and work out deals," the former Raytheon Co executive said.

He said it was helpful to get to know industry executives over time, but he had no concerns about working with Hewson or any other member of the Lockheed leadership team.

Hewson told analysts on Friday that the F-35 program would be her biggest priority in her new job.

Lockheed shares closed 37 cents higher at $90.18 on Tuesday.

Lockheed is pressing the Pentagon to conclude negotiations about a fifth batch of F-35 fighter jets, which have been under way for nearly a year. Senior Pentagon officials and Lockheed executives met to discuss the contract on November 1.

Researchers unlock ancient Maya secrets with modern soil science

ScienceDaily (Nov. 12, 2012) ? After emerging sometime before 1000 BC, the Maya rose to become the most advanced Pre-Columbian society in the Americas, thriving in jungle cities of tens of thousands of people, such as the one in Guatemala's Tikal National Park. But after reaching its peak between 250 and 900 AD, the Maya civilization began to wane and exactly why has been an enduring mystery to scientists.

Writing in the Nov.-Dec. issue of the Soil Science of America Journal (SSSA-J), an interdisciplinary team led by Richard Terry, a Brigham Young University soil scientist, now describes its analysis of maize agriculture in the soils of Tikal. Not surprisingly, the study uncovered evidence for major maize production in lowland areas, where erosion is less likely and agriculture was presumably more sustainable for this community of an estimated 60,000 people.

But the team also discovered evidence of erosion in upslope soils, suggesting that farming did spread to steeper, less suitable soils over time. And if Maya agriculture did cause substantial erosion, the soil loss could eventually have undercut the Maya's ability to grow food, say the researchers.

The findings are just the latest example of how invisible artifacts in soil -- something archeologists literally used to brush aside -- can inform studies of past civilizations. That's because artwork and buildings can crumble over time and jungles will eventually conceal ancient farm fields, but "the soil chemistry is still there," Terry says.

He explains, for example, that most forest vegetation native to Tikal uses a photosynthetic pathway called C3, while maize uses a pathway called C4. The soil organic matter derived from these two pathways also differs, allowing researchers to make conclusions about the types of plants that were growing in the soils they test.

Thus, by analyzing soils in different areas of Tikal as well as looking at the layers that had formed in the soils, Terry and his collaborators were able to map the areas where ancient maize production occurred, including lowland "bajo" areas and possibly steeper slopes, as more food was needed.

Questions like this about past farming practices have always interested archeologists, Terry notes. But the tools of modern soil science are now enabling these scientists to ask increasingly sophisticated questions about how ancient peoples tried to sustain themselves -- and whether their treatment of the land was a factor in cases where they failed.

"[These tools] open us up to thinking about the world in ways that we haven't before," Terry says. "We have changed the paradigm amongst the archaeologists."

The research appearing in SSSA-J was funded by grants from the National Science Foundation and Brigham Young University.

The online travel industry is not only about search these days. The world is increasingly social and mobile ? think smart-phones, tablets, e-readers ? and the?number?of tech-savvy consumers is rising. Social and mobile are not going away, so, now more than ever, travel companies must keep pace.

Understanding , influencing and delighting a customer during all stages of the travel experience will also be key to?survival?in the travel industry.? The New York Times recently published a?list? of top 10 travel websites. It offers good examples of companies that provide services that modern travellers want.

The travel industry is about mobility and collaboration, necessitating API adoption. Networks of hotels, airlines and rental cars along with the need to reach a diverse range of travelers on the go means that providers need to integrate more disparate data sources into a wider variety of apps and platforms.

APIs hold the key to seamless, rapid integration and broader reach. Mashery offers some examples of how APIs are used in a smart way in travel industry.

What works in the online travel business??

With online travel it is the same as in any other industry ? making a great product that people love. Even though the online travel market is very crowded, there are still areas that work in a very rigid and old-fashioned way and they are waiting for disruption. A good example is the global distribution systems (GDS) for air ticket bookings. They are very inflexible and costly. Innovative services that enable getting along without GDS would be very well received.

What do people want in travel??

With all the travel information available online, even people who used to rely on travel agents book their holidays themselves. They can feel overwhelmed with all the options and they look for services that make their decision-making easier. However, they do not believe that one size fits all and they seek tailor-made recommendations.

Also, as people are used to daily deal sites and other services focused on sales, they want to get better value for their money. They know good deals are available everywhere and they want to find them.

Where can you make most money in online travel??

Competition in the travel sector is fierce, and prices for advertising are very high. Because of that it is possible to make good money on displaying PPC ads or banner advertising. Affiliate websites can get high commissions on travel packages, accommodation or car rentals. On the other hand, we have witnessed a decline in commissions for air tickets over the last few years. This year the trend has been even more visible and it will probably not get better any time soon. The airlines themselves try to sell more packages such as flight-and-hotel, and they incentivize their affiliate partners to do the same.

What is your opinion on affiliate marketing in the travel industry??

Affiliate marketing works very well in the travel sector if you have a sufficient amount of visitors and you use it to provide additional service to your users. If, for example, you compare prices from various sources or provide great product reviews, people will appreciate it and you can make money on it. On the other hand, if your site only uses affiliate marketing to display advertising, you will be better off with PPC ads.

How will the industry look like in 5 years?

I believe that in five years you will be dead unless you provide great mobile services. When we launched the Tripomatic iPhone app, we assumed that people would plan their trips on a computer and use their phone to check the itinerary or the map on the go. We were pretty surprised when our users started using the app mostly for travel planning even though it is not as convenient as the website. We have learned that you have to offer the full package on mobile devices. Users? will not? settle for an app with restricted functionality and in five years they will probably be even more demanding.

Platform and device fragmentation are currently the main reasons holding back the mobile boom. Building for five and more platforms adds so much complexity and cost. I expect further consolidation on the market as some will fail to hop on the trend and ultimately lose. It is hard enough for a travel startup now and it will be even harder as the entrance barriers are rising.

What are the challenges of a startup that works in a very competitive area and focuses on the whole world (as far as travel destinations are concerned)?

Startups generally deal with restricted resources and have to laser-focus on things that bring the biggest value. We had to learn to be very data-oriented ? we cannot cover all interesting destinations around the world, but we have to focus on the ones our users really search for. In our case the 80/20 principle?works perfectly ? 80% of our users visit 20% of the destinations. We would love to add some kick-ass features, but unfortunately we know they would only be used by a minority of people. We measure as many things as possible to get the data we need for the best possible decision-making.

What instruments of online marketing do you recommend (or not) using??

I would definitely not recommend using any black hat techniques such as buying new fans on Facebook from dubious sources, or black-hat SEO. They can work in the short-term but they will backfire later on.

What works for us really well is infographics, such as our Shoestring Budget Travel Guide, which was widely spread and hit mainstream media around the world. Although the immediate traffic spike is short-lived and non-converting, the backlinks we gained boosted our organic traffic by more than 15%. On that note it is important to mention that it comes for a price ? we spent more than six weeks creating the infographic.

We have not been satisfied with Facebook ads. We used them among other things to attract new fans to our Facebook Page. They did bring us the fans but they were inactive and probably not interested in what we do. So if you want to work with your Facebook page, and the number of fans is not just a vanity metric, I would recommend using other ways such as building a community.

What what you recommend for building a community??

Building a community is neither fast nor easy, but you can get incredibly valuable insights from your users. We send an email to every user who created an account on Tripomatic and ask them what we can improve or help with. People appreciate that we are interested in their opinions and they are really helpful. We make most of our new features based on these suggestions. It has also helped us build a strong relationship with our users, because we find out what they struggle with and help them quickly.

How does Tripomatic work? Do you grow as you planned or faster??

We started as a website travel planner in June 2011 and in the first year we struggled a bit to get the traction. We underestimated the importance of mobile devices in the travel industry, which set us back a few months. However, since the launch of the Tripomatic iPhone app in May 2012, our user base has grown significantly and we are back on track. We believe that an improved version of the iOS app together with an app for Android, which should be available in few weeks, will help us grow even faster. We are investing heavily into product development and have some amazing things up our sleeves.

    Three killed in Sunni-Shi'ite clash in south Lebanon

    BEIRUT (Reuters) - Three people were killed on Sunday when fighting broke out in the Lebanese coastal city of Sidon between followers of a Sunni Salafist preacher and supporters of the Lebanese Shi'ite guerrilla movement Hezbollah, a security official said.

    The killings underlined the deepening Shi'ite-Sunni divide in the small but regionally important country, mirroring divisions in neighboring Syria where a Sunni-led revolt against President Bashar al-Assad broke out 20 months ago.

    The clash occurred in the Palestinian refugee camp of Ain el-Hilweh on the edge of Sidon, a mostly Sunni city, when followers of Sheikh Ahmed al-Aseer, who adhere to a puritan interpretation of Islam, began removing banners put up by Hezbollah in advance of Ashura, a Shi'ite religious occasion.

    Ain el-Helweh, a sprawling camp 40 km (25 miles) south of Beirut, is also home to many Lebanese.

    "Tempers flared and the two sides fired automatic rifles at each other," the Lebanese official said, adding that a Lebanese army unit was subsequently dispatched to the area.

    Ashura marks the killing of Imam Hussein bin Ali by Ummayyad forces at the battle of Karbala in Iraq in 680, a culmination of a power struggle that ushered in the great Sunni-Shi'ite divide in Islam which still shapes the Middle East's political map.

    Prime Minister Najib Mikati, a business tycoon who was a close friend to Assad before the revolt, called upon all parties "to exercise self-restraint and not provoke security incidents in this sensitive point of time".

    Tensions have increased in Lebanon against the backdrop of Syrian revolt. Wissam al-Hassan, an anti-Assad Lebanese intelligence commander, was killed by a car bomb in Beirut last month.

    Sunni politicians and religious leaders blamed Syria and Hezbollah for the assassination. The two sides deny involvement.

    In recent months violence has also flared on several occasions in the northern city of Tripoli, with fighters loyal to opposing sides in Syria's war killing one another in clashes.

    Hezbollah, the only Lebanese faction allowed to keep arms since the Taef agreement two decades ago ended a long civil war in the country, has supported Assad as he struggles to survive the Sunni-led revolution against his autocratic rule.

    Assad is a member of the minority Alawite sect, an offshoot of Shi'ite Islam that has dominated power in Syria since the 1960s. His father, the late President Hafez al-Assad, played a leading role in setting up Hezbollah in the 1980s, along with Iran's clerical rulers.

    Philosophy - Legal Insurrection

    I?ve received some great emails from readers, a mix of sadness and fight.

    You have to understand my philosophy.

    You may have noticed in the run up to the election, I refused to make a prediction based on the polls or criticisms of the polls. Because it didn?t matter as to what we had to do.

    And now, the loss of the presidential election, disappointment with the Senate, and relatively good news in the House, will not change what I plan on doing. If we had done better ? obviously my preference ? we still would have had to fight against backsliding and betrayal.

    Sure, I?m unhappy that Santa Claus and many of his progressive elves?won this time.? And I don?t underestimate the continuing damage they will do.

    But I?m not letting it get me down.

    I?ve developed an unnatural ability to put defeat behind me. You have to be that way as a plaintiff?s lawyer, which I was for most of my career, where you ate what you killed. Getting bogged down in the aftermath of lost cases just made the situation worse. Close it out, move on to the next fight.

    I don?t know if it?s healthy, but it is my philosophy.

    Official backs studying quake risks at nuke plants

    ATLANTA (AP) ? Recent earthquakes demonstrate the need for the nation's nuclear industry to re-evaluate the geologic hazards facing power plants, a process that has already started, the new chair of the U.S. Nuclear Regulatory Commission said this week.

    NRC Chairwoman Allison Macfarlane said in an interview that a spate of natural events shows the importance of further study.

    "I think what this highlights to us ? especially to me as a geologist ? is the importance of paying close attention to earth processes and making sure we properly account for them in ensuring that the plants operate safely," Macfarlane said.

    In March, the NRC instructed power companies to re-evaluate the seismic and flooding hazards that their power plants face. While such a re-evaluation had been discussed for years, the issue accelerated after a 2011 earthquake and tsunami crippled reactors at the Fukushima Dai-ichi nuclear plant in Japan, leading to multiple meltdowns and radioactive releases. Later that year, the North Anna nuclear plant in Virgina was struck by an earthquake that caused peak ground movement at twice the level at which the plant was designed. No major damage or complications were reported.

    Federal officials later cleared that plant to resume operations.

    Nuclear plants in the eastern and central United States will have until the end of 2013 to finish the re-evaluation, she said. New evaluations for nuclear plants on the West Coast will take until 2015 to complete since they face more varied geologic conditions.

    "If a plant is found to be deficient then, yes, it will have to get up to its new design basis," Macfarlane said.

    President Barack Obama appointed Macfarlane, a geologist and expert on nuclear waste, to the post in May after former NRC chairman Gregory Jaczko announced his resignation. Jaczko pushed for safety reforms but was criticized for a style that his fellow commissioners and agency employees described as bullying. Macfarlane traveled to Atlanta this week to address top nuclear executives gathered for a conference of the Institute of Nuclear Power Operations.

    Her term runs through 2013. Macfarlane had said she planned to seek re-appointment if Obama won the presidential election.

    Official: SEALs punished for role in developing ?Medal of Honor?

    Seven members of the Navy's SEAL Team Six have been disciplined for acting as paid consultants ?to the makers of a video game called "Medal of Honor." Today's Natalie Morales reports.

    Seven members of SEAL Team Six have been punished for supporting development of a video game released last month, according to a U.S. military official.

    The SEALs worked as paid consultants for Electronic Arts, the company that made "Medal of Honor Warfighter." They received letters of reprimand and forfeited half of their pay for two months. The SEALs do not face jail time.

    The official did not say what, if any, information the SEALs revealed by participating in the video game's development. However, a written statement from Deputy Commander of Naval Special Warfare, Rear Admiral Garry Bonelli, indicates this is more about making an example of these sailors after a string of high-profile SEAL products.


    "We do not tolerate deviations from the policies that govern who we are and what we do as Sailors in the United States Navy. The non-judicial punishment decisions made today send a clear message throughout our Force that we are and will be held to a high standard of accountability," Bonelli wrote.

    The military official did not know how much the SEALs were paid.

    The video game hit store shelves on October 23. In a press release, EA said "Medal of Honor Warfighter" was "written by actual U.S. Tier 1 Operators while deployed overseas," and that it "features a dotted line to real world events and provides players a view into globally recognized threats and situations letting them experience the action as it might have unfolded."?

    In September, "No Easy Day," a book written under the pseudonym Mark Owen, was released to the public. The book gives a firsthand account of the killing of Osama bin Laden.

    AMD shutters Linux support lab as part of companywide layoffs

    The pain from recently announced job cuts by AMD could ripple out to the Linux community, as the chipmaker has shut down a small but important Linux OS research facility in Dresden, Germany. The center housed 25 employees who helped port AMD technology like PowerNow over to new Linux distros, and according to The H, many engineers who submitted major processor and chipset revisions for the OS would be pink slipped. The closure won't affect GPU and APU development, according to the source, but it's not yet known exactly who will pick up the slack from the former Dresden team -- though the research center in Austin Texas is reported to be a likely bet.
